David J. Bardin
Principal, District of Columbia
Before appointment to the Board in January 2001, David J. Bardin served on
DC WASA's Stakeholder Advisory Committee for the CSO Long Term Control Plan.
He later chaired the subcommittee that oversaw development of that Plan on
behalf of the Board.
He was elected as Advisory Neighborhood Commissioner for District 3F04
(1999-2004) and served on several District of Columbia advisory bodies
(including the Zoning Advisory Committee and the Building Codes Advisory
Committee).
With Arent Fox LLP since 1980, where he is now Of Counsel (as a retired
member), he practiced energy, public utilities, and environmental law. He
served as Deputy Administrator of the Federal Energy Administration (1977)
and Administrator of the Economic Regulatory Administration of the Department
of Energy (1977-79) during President Carter's Administration and as New
Jersey's Commissioner of the Department of Environmental Protection (1974-77)
during Governor Byrne's Administration. He worked in Israel (1970-74), held
civil service positions at U.S. Federal Power Commission (1958-69), and
served in the U.S. Army Transportation Research and Engineering Command
(1956-58).
Bardin was born in 1933 and schooled in New York City. He is a graduate of
Columbia University Law School (1956), Columbia College (1954), and the Bronx
High School of Science (1950).
