Assistant General Manager, Support Services

Katrina Wiggins is the Assistant General Manager of Support Services for the District of Columbia Water and Sewer Authority (DC Water). In this capacity, Ms. Wiggins oversees the development, implementation and administration of Human Resources, Fleet Maintenance, Facilities, Procurement, and Safety and Security departments. Her duties include providing executive leadership and managerial support for Directors, senior managers and administrative support staff.

Ms. Wiggins served as Director of Human Resources at DC Water from June 2006 until January 2010, when she assumed the Acting Assistant General Manager role. As Director of Human Resources, she was responsible for the overall management and administration of the Authority's Human Resources functions, including compensation, training & development, recruitment, benefits, staffing and HRIS. She worked closely with the Labor Relations Branch to resolve grievances and to update and implement programs that enhance the employee experience. She also served as advisor on policies and procedures, and was responsible for workforce planning, knowledge capture, succession planning, and executive and employee development.

Previously, Ms. Wiggins was Director of Human Resource Management & Planning at the Washington Metropolitan Area Transit Authority (WMATA), a position she held for more than five years. She was also Director of Human Resources at the American Red Cross, National Capital Chapter in Washington, DC for four years.

Ms. Wiggins received a Bachelor of Business Administration from American University and a Master of Science in Human Resources from American University, Kogod School of Business.

Katrina Wiggins is a certified Senior Professional in Human Resources (SPHR) and certified by the Human Resource Certification Institute (HRCI). She is a member of the Society for Human Resource Management (SHRM) along with other professional organizations.
