Title: Street and Alley Closings

Procedure: All requests from the Surveyors Office of the District of Columbia shall be reviewed to determine the impact on the operation, maintenance, and replacement of the water and sewer infrastructure. The S.O. files are requests from the Office of the Surveyor, for an action to be taken on a parcel of land. The requests consist of street and alley closings, transfer of land jurisdiction between the Federal Government and the District, removal of Paper Streets from highway maps, relocation of property lines to the building restriction line, etc. The policy of the DCWASA is to avoid actions that will deter development in the City, but at the same time make the necessary provisions to assure that the operation, maintenance and replacement of sewers and water mains is not impaired by the requested action in the S.O. File. There is not a common response to the S.O. File requests and every one has to be evaluated independently. For example, as a result of a street or alley closing a water main or sewer may be abandoned, other times relocated or sometimes an easement of right-of-way may be requested depending on the specific conditions at that location. It should be noted that DCWASA does not have the final authority to approve or disapprove the request. However, almost all the time the action will not be approved if DCWASA objects to it. Chief of the Water and Sewer Design Branch (WSDB) receives the request from the Office of the Surveyor.
