Waste Hauler Discharge

| Policy | DC WASA allows businesses and government agencies with a permit to discharge domestic (i.e., residential-type) septage, grease trap waste, and other non-hazardous waste (allowed on a case-by-case basis) at Blue Plains. It is illegal for waste haulers to discharge directly to the public sewer system within the District of Columbia. | ||||||||||
| Procedure | All businesses and government agencies wanting to discharge domestic (i.e., residential-type) septage, grease trap waste, and other non-hazardous waste (allowed on a case-by-case basis if in compliance with DC WASA discharge standards) at Blue Plains must submit a Waste Hauler Permit Application (DOC 170 kb) to DC WASA's Pretreatment Coordinator. The application submittal shall include an analysis of the wastewater (for non-domestic waste) and a list of non-domestic (i.e., commercial and industrial) sources and customers served. The application package shall be mailed or delivered to the Pretreatment Coordinator at: DC Water and Sewer Authority For expeditious processing, a copy of the application package may also be faxed to 202-787-4226 (with hard copy to follow in the mail). Once a permit is obtained, waste haulers may discharge domestic septage and other approved non-hazardous waste generated in the District of Columbia at the Septage Receiving Facility at Blue Plains. Each vehicle must be permitted prior to entering the Blue Plains facility and the driver must have a copy of the permit available and submit a completed septage dumping tracking form (DOC 158 kb) to security to gain access to the plant. Hauled waste loads are only accepted between 7 am and 4 pm Monday through Friday, unless written approval is obtained from the Pretreatment Coordinator for authorization to discharge outside of these hours. Random samples of hauled waste loads are collected and analyzed by DC WASA. |
