WATER AND SEWER AUTHORITY REQUEST FOR QUALIFICATIONS STATEMENTS AND TECHNICAL PROPOSALS FOR ENGINEERING PROGRAM MANAGEMENT CONSULTANT 2C FOR THE WATER DISTRIBUTION SYSTEM DCFA #405-WSA The DC Water and Sewer Authority (WASA) is requesting the submittal of combined Qualifications Statements and Technical Proposals from Professional Engineering Firms to provide planning, engineering design, and design management services and Master Plan review and update in support of WASA’s water storage and distribution systems and capital improvement program (CIP). Services will be renewable on an annual basis for a period of five (5) years and are anticipated to include management of the capital improvement program for the water distribution system, assisting with grant funding applications, condition assessments of facilities, design, engineering records documentation, engineering standards development, periodic hydraulic analysis, and preparation of A/E and construction documents. The agreement resulting from this request for qualifications statements will be subject to a Fair Share Objective for Minority and Women Business Enterprises participation in this work of 28% and 4%, respectively. The program requirements are fully defined in the USEPA’s “Guidance for Utilization of Small, Minority and Women’s Business Enterprises in Procurement Under Assistance Agreements - 6010, 1997 Edition”.
