The DC Water and Sewer Authority (WASA) is requesting the submittal of combined Qualifications Statements and Technical Proposals from Professional Engineering Firms to provide planning, engineering design, and design and construction management services for the Lead Service Replacement Program. Services will be renewable on an annual basis for a period of five (5) years and are anticipated to include management of the capital improvement program for the Lead Services Replacement Program, coordination of the lead program with other elements of the WASA capital program as well as with road and other utility projects, assisting with grant funding applications, data management, engineering records documentation, preparation of A/E and construction documents, construction inspection and construction management services, and assisting with public outreach and customer communications. The agreement resulting from this request for qualifications statements will be subject to a Fair Share Objective for Minority and Women Business Enterprises participation in this work of 28% and 4%, respectively. The program requirements are fully defined in the USEPA’s “Guidance for Utilization of Small, Minority and Women’s Business Enterprises in Procurement Under Assistance Agreements - 6010, 1997 Edition”.
