The DC Water and Sewer Authority (WASA) is requesting the submittal of Qualifications Statements from Professional Engineering Firms to provide professional architectural/engineering and related services, to be performed on an as-needed basis by task order.  It is anticipated that the selected firm(s) will provide condition assessments, engineering studies, concept designs, final designs, and services during bid and construction phases as necessary.  Services are anticipated to include work in the civil design discipline and support activities such as value engineering studies, preparation of standard specifications, surveys, subsurface investigations, and printing.  Projects are likely to include: rehabilitation of sewers, upgrades to structures located in the sanitary and combined sewer systems, cleaning and lining of water pipelines, replacement of valves, and extension, replacement and rehabilitation of water and sewer pipelines.  Limited work may be assigned related to the various pumping stations, or the Blue Plains Advanced Wastewater Treatment Plant.  Services will be renewable on an annual basis for a period of four (4) years.  The agreement resulting from this request for qualifications statements will be subject to a Fair Share Objective for Minority and Women Business Enterprises participation in this work of 28% and 4%, respectively.  The program requirements are fully defined in the USEPA’s “Guidance for Utilization of Small, Minority and Women’s Business Enterprises in Procurement Under Assistance Agreements - 6010, 1997 Edition”.

The anticipated Agreement fee will not exceed $4 million.  The Authority may award two agreements as a result of this procurement, in which case one of the agreements will be assigned a different “DCFA” number.
