WATER AND SEWER AUTHORITY REQUEST FOR QUALIFICATIONS STATEMENT AND TECHNICAL PROPOSALS FOR PROFESSIONAL ARCHITECTURAL/ENGINEERING DESIGN SERVICES FOR SECONDARY FACILITIES PROCESS AERATION UPGRADES FOR THE BLUE PLAINS ADVANCED WASTEWATER TREATMENT PLANT AND WATER AND SEWER SYSTEMS DCFA #408-WSA The District of Columbia Water and Sewer Authority (Authority), requests the submittal of combined Qualifications Statement and Technical Proposals for the performance of professional engineering and related services under the proposed agreement. The selected engineering firm, project team of engineering firms, or joint venture, will provide the following services in support of the Authority’s Capital Improvement Program (CIP) at the Blue Plains Advanced Wastewater Treatment Plant: facility condition assessments, engineering studies, concept designs, final designs, and services during bid and construction phases engineering design. The agreement resulting from this request for qualifications statements will be subject to a Fair Share Objective for Minority and Women Business Enterprises participation in this work of 28% and 4%, respectively. The program requirements are fully defined in the USEPA’s “Guidance for Utilization of Small, Minority and Women’s Business Enterprises in Procurement Under Assistance Agreements - 6010, 1997 Edition”.
