The District of Columbia Water and Sewer Authority is soliciting offerors for Request For Proposal (RFP) Number: WAS-07-052-AA-MB, Independent Comprehensive Budget Review. The Authority’s Board of Directors seeks independent advice as to ways to contain rising rates to District of Columbia (“retail”) customers and suburban (“wholesale”) customers, consistent with providing responsible water supply and wastewater services. The Consultant shall conduct a comprehensive review of the Authority’s Operating and Capital Budgets, Ten-Year Financial Plan, and programs, including a review of the merits of and the timetables for all planned capital expenditures. This is an Open Market Procurement with Preference Points for Certified Local Small and Disadvantaged Business Enterprises. The RFP will be available on Tuesday, September 4, 2007 (12:00 P.M.) at the D.C. Water and Sewer Authority, Contracts Division, 5000 Overlook Avenue, S.W., Room Number 229, Washington, D.C. 20032.
