WATER AND SEWER AUTHORITY REQUEST FOR QUALIFICATIONS STATEMENTS FOR ENGINEERING PROGRAM MANAGEMENT CONSULTANT – EPMC IIIB FOR SEWER SYSTEM ASSESSMENT, PLANNING, DESIGN AND PROGRAM MANAGEMENT SERVICES DCFA #415 The District of Columbia Water and Sewer Authority (DCWASA) requests the submittal of Qualifications Statement for the performance of professional engineering and related services under the proposed agreement. The selected engineering firm, project team of engineering firms, or joint venture, will provide the following services in support of DC WASA’s Capital Improvement Program (CIP): assessment of various elements of the separate, storm and combined sewer systems, including pipes and pumping stations; prioritization of needed improvements; design support; program management and other related services. The agreement resulting from this request for qualifications statements will be subject to a Fair Share Objective for Minority and Women Business Enterprises participation in this work of 28% and 4%, respectively. The program requirements are fully defined in the USEPAs "Guidance for Utilization of Small, Minority and Womens Business Enterprises in Procurement Under Assistance Agreements - 6010, 1997 Edition".
