The District of Columbia Water and Sewer Authority is soliciting Request for Proposal (RFP) Number WAS-08-013-AA-JW TO REVISE WASA’S PROCUREMENT REGULATIONS AND OTHER SERVICES. This is Open Market Procurement with Preference Points for Certified Local, Small, and Disadvantaged Business Enterprise (LSDBE).
This solicitation is for a period of one year and involves procurement related services. The main element of the services is the “Re-writing of WASA’s Procurement Regulations”. The purpose is to revise the Regulations to adopt and/or incorporate current best procurement practices (government and/or commercial) and sound business practices, consistent with the ability of the organization to operate efficiently and expeditiously. WASA has the power to establish and operate its own procurement system.
Other services required involve the “Revision of the Existing Terms and Conditions” of the specifications for goods and services contracts, including the methods of procurements. The purpose of the revisions is to streamline, simplify and reduce the volume of the documents that make-up the contracts.
Other procurement related services may also be required as part of the solicitation.

Water and Sewer Authority, Contract Division, 5000 Overlook Avenue, S.W., Room 220, Washington, D.C. 20032.
