Solicitation Description:
The District of Columbia Water and Sewer Authority (DCWASA), requests the submittal of Qualifications Statements and Technical Proposals for the performance of professional engineering and related professional services under the proposed agreement. The selected engineering firm, project team of engineering firm, or joint venture, will provide engineering design services for the Process Control System (PCS) at The Blue Plains Advanced Waste Water Treatment Plant, 5000 Overlook Ave, SW, Washington D.C. and Supervisory Control And Data Acquisition Systems at various Water and Sewer Sites.
The project involves design, coordination, programming, and start-up services for implementation of the Emerson Ovation System for PCS and SCADA systems. Services will include preparing and updating master plans and assistance to operating and maintenance departments in matters requiring engineering or technical expertise pertaining to existing, proposed, or newly constructed process control systems. Under this agreement, a comprehensive support plan will be developed to address the future needs for PCS and SCADA systems.
The agreement resulting from this request for qualifications statements and technical proposal submissions will be subject to a Fair Share Objective for Minority and Women Business Enterprises participation in this work of 28% and 4%, respectively. The program requirements are fully defined in the EPA document “Guidance for Utilization of Small, Minority and Women’s Business Enterprises in Procurement under Assistance Agreements – 6010” (1997 Edition).
