The District of Columbia Water and Sewer Authority (Authority), requests the submittal of combined Qualifications Statements and Technical Proposals for the performance of professional engineering and related services under the proposed agreement.  The selected engineering firm, project team of engineering firms, or joint venture, will provide program management services to oversee the accomplishment of projects comprising the Biosolids Management Plan for the Blue Plains Advanced Wastewater Treatment Plant along with other projects related to biosolids processing at the plant.  Program management will involve establishing scopes, budgets and schedules in the Authority’s capital improvements program for required projects, negotiating and managing the preparation of designs for construction bidding by other “Project Design Engineers” and coordinating designer services during construction.

The agreement resulting from this request for qualifications statements and technical proposals will be subject to a Fair Share Objective for Minority and Women Business Enterprises participation in this work of 28% and 4%, respectively.  The program requirements are fully defined in the USEPA’s “Guidance for Utilization of Small, Minority and Women’s Business Enterprises in Procurement Under Assistance Agreements - 6010, 1997 Edition”.
