Solicitation Description:

The District of Columbia Water and Sewer Authority is soliciting bids for (IFB) Number WAS-08-034-AA-SM, Chemical Root Pilot Program. The subject IFB WAS-08-034-AA-TS is amended as follows:

1.     The active ingredient for the RazorooterII  is diquat dibromide or an approved      equal instead of metam-sodium and/or dichlobenil listed in the solicitation.

2.     Attached list of questions and responses.

3.     The bid opening date has been changed from Wednesday, May 28, 2008 at 2:00 p.m to Wednesday June 4, 2008 at 2:00 p.m.

The copy of this amendment is being sent to bidders. Sign and attach a copy to the bid submitted to the Authority, and return to the address listed on the IFB for submission of bid. This amendment, together with your bid and any revisions or price changes occasioned by this amendment, must be received prior to the time set for submission of bids.

                    QUESTIONS

1.     Question:   Our pages 58 and 59 are blank.  Is this correct?  Are there more pages                   as well?

     Response: Pages 58 and 59 are blank and there are no more pages.

2.     Question: Does a Traffic Control Plan (TCP) have to be submitted with bid or
                             after award? Is a statement of conformance with the specifications
                             sufficient?

     Response: Yes, you must submit the Traffic Control Plan with the bid.  It is not
                               sufficient to state that you are in conformance with the specifications.

3.     Question:   Does a Quality Assurance/Control Program have to be submitted with
                               bid or upon award?

     Response:  The Quality Assurance/Control Program must be submitted with your
                               bid response.

4.     Question:    Do you have a contact and phone number concerning hydrant use?                         Is it $55.00/day per hydrant used or will we fall under the “blanket”                        category?  We may using 2-3 hydrants per day, depending on how                        the City has laid out the work sites.

     Response:   The cost to use the hydrant for a short period of time is $55.00 per                        hour.  If, there is a long period of time, DCWASA will provide a                        meter and the firm would pay according to the meter.  Also, the point                        of contact for the Hydrant program will be given to the successful                        bidder.  If, there are other questions that need to be addressed                            concerning the hydrant prior to the submittal of the bid, please contact                  Teresa Scott at 202-787-2021.

5.     Question:    Who could I speak to concerning any other licensing issues we may                         have with performing services for the City, as well as acceptable                         Pesticide Applicator Licensing?
