The subject RFP WAS-08-043-AA-MB was issued on May 5, 2008.  Effective June 3, 2008, this solicitation is amended to make the following revisions and to answer questions that were submitted by the specified deadline:
Amendment Body: GENERAL

1.     Change the proposal submission deadline from 2:00 p.m., Wednesday, June 4, 2008 to 2:00 p.m., Monday, June 9, 2008 EDT.

ADDITIONS, DELETIONS AND CORRECTIONS

1.     Bank Price Schedule – Appendix 1.

     Correction:

The Blue Plains account is also a zero balance account (ZBA).  There are two (2) ZBA accounts, the Blue Plains account and the lockbox account.

2.     Bank Price Schedule – Appendix 1 and Amendment No. 2 – Attachment I

     Correction:

There are only four (4) sweep accounts.  The Bank Price Schedule has been revised to delete sweep fees for those accounts without sweeps (See attached Revised Bank Price Schedule - Appendix 1).

QUESTIONS AND ANSWERS

1.     Q – “How much of the final contract is negotiable if a bank cannot comply fully with all the terms of the General Provisions?”

     A – It is not a good business practice to negotiate the final contract.

2.     Q – “Can the specific terms that are inapplicable or inconsistent with the Scope of Work as listed in the General Provisions be negated in a prospective banks’ proposal?  Can the bank negotiate at the time they win the business?”

A – Negotiations are conducted prior to the award of the contract.

3.     Q – “Can a prospective proposer be disqualified for failure to comply with the requirement to provide Composition of Workforce Forms?”

     A – It is possible that a firm may be disqualified for not submitting the forms.  The decision is at the discretion of the Contracting Officer.

4.     Q – Representations, Certifications, Acknowledgements, and Affidavits, Section 6.B.6.ii, Page 7 of 10, “If a prospective proposer cannot comply with the requirement that an employee satisfactorily participate in a drug abuse assistance or rehabilitation program approved by a Federal, State or local health, law enforcement, or other appropriate agency, would this disqualify a prospective proposer, even if the bank has a drug free work place policy?”

     A – Sections 8B4 (ii), 8B6 (i) and (ii) explicitly address steps to be taken should an employee have a drug problem or is convicted of a drug violation in the workplace.  These steps are to notify DCWASA in writing of the conviction, take appropriate personnel action, up to and including termination or to participate in a drug assistance or rehabilitation program.

5.     Q – Representations, Certifications, Acknowledgements, and Affidavits, Section 9, Page 8 of 10, “What is the Finance and Revenue Registration No. and what is the procedure for obtaining it?”

A – Firms that are registered to conduct business in the District of Columbia would already have this number.

ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED

A copy of this amendment is being sent to bidders. Sign and attach copies to each of the copies of the proposal to be submitted to DCWASA, and return to the address listed on the RFP for submission of proposals.  In the event your proposal has been previously deposited, submit this amendment by sealed envelope, identified on the outside by RFP number and submission date.

This amendment, together with your proposal and any revisions or price changes occasioned by this amendment, must be received prior to the time set for submission of proposals.

     Insert:    “Requests should be directed to the Contact Person at the address listed in Section V, Paragraph 5.5, no later than 4:00 p.m., Eastern Standard Time on Friday, May 16, 2008.”


2.     Section VII, Paragraph 7.3 – PROPOSAL SUBMISSION DATE AND TIME, Page 31.  

Delete:    “Proposals must be submitted no later than 2:00 p.m., Eastern Standard Time on Monday, June 2, 2008”

Insert:    “Proposals must be submitted no later than 2:00 p.m., Eastern Standard Time on Wednesday, June 4, 2008.”
