Customer Assistance Program

Each year, approximately 17 percent of District residents are confronted with poverty caused by circumstances beyond their control. The District of Columbia Water and Sewer Authority (WASA) is mindful of these families in need, and has developed a Customer Assistance Program with two components:

With one application, customers residing in the District of Columbia may be eligible to receive discounts from Verizon, Pepco, Washington Gas, and WASA through a program administered by the DC Energy Office that reviews all applications for eligibility.

To be eligible, applicants must fall within federal income guidelines. Applicants must provide proof of income such as a paycheck stub, current utility bills, and proof of age.

WASA, through S.P.L.A.S.H. - Serving People by Lending A Supporting Hand, will offer assistance to families in need so that they can maintain critical services like water until they get back on their feet. S.P.L.A.S.H. is funded solely by contributions from the community, as well as from thoughtful customers. The program is administered directly by the Greater Washington Urban League and every dollar received by WASA is distributed to eligible customers. All contributions will be deposited in a bank account from which the Greater Washington Urban League makes payments on behalf of eligible customers. WASA pays all administrative costs. WASA has also redesigned its water and sewer bills to make it easy for generous customers to make this worthwhile contribution. Utility Discount Program

The Customer Assistance Program (CAP) provides eligible customers with a discount equal to 400 cubic feet of water per month. Currently, the CAP discount represents a monthly savings of $7.32 on your water bill.

The District of Columbia's Energy Office determines eligibility based on federal low-income guidelines. Applicants must provide proof of income, such as a paycheck stub or benefits statement for all household members along with proper identification and your current utility bills. The DC Energy Office only requires one application to apply for all utility discounts so make sure you have all your utility bills when applying for the discount program.

Each year, WASA, DCEO, Washington Gas, PEPCO, Verizon, the Office of the People's Counsel and the DC Public Service Commission join together to sponsor the Joint Utility Discount Day (JUDD). This event provides customers with the opportunity to apply for all the discount programs at one convenient location. If you are unable to attend JUDD, please contact the DC Energy Office at 202-673-6750 and a representative will gladly assist you in completing the utility discount application.
