Customer Assistance Program
DC WASA offers the following programs to help eligible individuals pay their water and sewer bills if they are experiencing financial difficulties:
- Extended payment plans
- Serving People by Lending A Supporting Hand (SPLASH) — SPLASH is a DC WASA program that helps customers maintain critical water and sewer service in times of financial emergencies. SPLASH is funded solely by contributions from our customers and the community, and every dollar we receive is distributed to eligible customers. Utility Discounts from the Customer Assistance Program (CAP)
The Customer Assistance Program (CAP) is administered by the District of Columbia's Department of the Environment (DDOE) Energy Office. CAP provides eligible customers with a discount of up to 400 cubic feet of water per month, a current savings of up to $22.44 for water and sewer services.
The DDOE determines eligibility on the basis of federal low-income guidelines. Applicants must provide:
- Proof of income, such as a paycheck stub
- Current utility bill
- Proof of age
- Proof of ownership (if applying for a water discount)
Each year, DC WASA, DC Energy Office, Washington Gas, PEPCO, Verizon, the Office of the People's Counsel, and the DC Public Service Commission join together to sponsor the Joint Utility Discount Day (JUDD). At this event, customers can apply for all available discount programs at one convenient location. This year's JUDD will take place on Thursday, September 17, 2009.
