Description of Duties:Ensures that top management officials have accurate financial information to make decisions on the operations of WASA.  Responsibility for implementing Authority financial policy and plans; ensures that financial transactions, policies and procedures meet Authority objectives and needs, and regulatory body requirements.  Directs all budget activities to produce WASA’s annual capital and operating budgets, in accordance with 10-year plan.  Ensures that WASA meets its budget capital and other budget expectations.  Directs and coordinates development of WASA rate structures, bond issues and financial controls. Oversees the development of overall Authority policies, guidelines, and procedures for budget administration, financial reporting and financial management systems.  Oversees the establishment and maintenance of accounting principles, and systems; development of cash and credit management.  Directs monthly preparation of BOD reports ensuring accuracy of all financial data.  Manages all financial activities, including timing and structure of financing, rating agency relationships, underwriting, bond cancel, financial advisor.  Manages preparation of an annual O&M operating budget of approximately $250-$300 million and $1.6 billion capital budget to ensure implementation of the Board’s strategic plan.  Directs departments in evaluations of operations, staffing alternatives and business policy decisions.  Recommends and implements policies for budget administration and compliance (i.e. level of transfer authority, timely budget reporting, etc.).  Represents WASA to outside constituents, including U.S. Congress, jurisdictional users, EPA, large commercial and governmental customers.  Manages revenue-forecasting process.  Manages rate and fee setting activities.  Manages and routinely updates 10 year financial plan to ensure compliance with BOD policies.  Oversees the Treasury functions in accordance with BOD policies.  Oversees the Risk Management function in accordance with BOD policies.  Manages debt management function to ensure compliance with BOD financial plan.  Develops and implements BOD and management financial policies and procedures.  Completes special projects as needed.  Provides daily planning and administration in the selection, assignment, supervision, promotion, discipline, and training of personnel within the office.  Manages and evaluates the progress of the Office towards meeting goals and makes adjustments in objectives, work plans, schedules and commitment of resources.  Other duties and projects as assigned at the discretion of the General Manager.
Minimum Qualifications:Bachelor’s degree in Finance, Accounting, Business Management or similar field from an accredited college or university and ten years of progressive experience directly related to managing and controlling an agency’s financial management system inclusive of five years of senior managerial experience.  CPA and/or MBA preferred.  Strong analytical skills, and planning and organizational skills; Thorough understanding of financial modeling; Expertise in financial analysis including the ability to think outside the box; Thorough knowledge of GAAP; Ability to make effective and persuasive speeches and presentation on controversial or complex topics to the Board of Directors, public groups, Congress, City Council, etc.; and outstanding skills in communicating, orally and in writing; must be able to effectively communicate financial results and performance against goals to all levels of staff and management with equal effectiveness and deliver presentations to BOD, political, neighborhood, and financial community;  Strong leadership and interpersonal skills; Track record of success managing multiple and often competing projects; and demonstrated computer literacy with PC and financial systems and maintains a working knowledge of applicable software programs (i.e. word processing, spreadsheets, e-mail, etc).
