Description of Duties:Responsible for the resolution of complex billing and metering issues resulting from data anomalies that occur through inaccurate meter reading, meter dial set up and variable rate structures primarily on large and compound water meters that service Group Billing and other large commercial Federal and municipal customers. Evaluates outcomes and approves billing resulting from research and analysis for large metering issues resulting in billing problems.  Gives directives to field operations to perform various diagnostic tests and field analysis.  Monitors service order processing on all meter related service orders.  Issues service orders; analyzes usage history; updates account meter reading information and other pertinent customer information; and analyzes automated meter reading information system data to bill accounts correctly.  Provides controls for service order processing by incorporating best business practices.  Creates control reports for cash, billed and unbilled revenue cancellations and adjustments daily.  Ties daily cash control to monthly statement of balance to prove revenue.  Coordinates with the Budget and Finance group to identify issues that have a material impact on WASA revenue.  Establishes new premises in customer information system including metering setup and billing.  Evaluates information on inactive meter advances and theft of service and approves for billing.  Trends material impact on large non-residential accounts by charting, graphing and report writing for budget projections and revisions.  Monitors data integrity through report analysis.  Monitors exception processing done by vendor on residential and small commercial accounts.  Compiles reports on revenue to the Director of Customer Service and the Office of the Chief Financial Officer.  Evaluates information from Automated Meter Reading System for account analysis and leak detection.  Uses appropriate reporting tools and spreadsheets to enforce billing controls.
Minimum Qualifications:An Associates’ Degree in Accounting, Business or related field and one (1) year of experience in utility billing, accounting including journal reconciliation, cash controls and revenue analysis; or High School Diploma or equivalent plus courses that lead to the completion of an Associates’ Degree in Accounting, Business or related field and three (3) years of experience as identified.  Preference is given to billing experience and internal controls related to water utility.
Other Requirements:
  • In the event that an offer is extended, the candidate will be required to successfully complete a pre-employment physical examination and drug screening.
  • First time supervisors and all new D.C. Water and Sewer Authority employees will serve a one (1) year probationary period regardless of prior governmental affiliation.
