Description of Duties:
Responsible for the technical and administrative responsibility for development of engineering specifications for water main, sewer and wastewater facilities; preparation and processing of contract documents for the construction, maintenance and rehabilitation of projects in WASA’s Capital Improvement Program (C.I.P.), as well as projects for the operating departments. Administers, implements and maintains specifications, estimating, and contract conditions standards for all architectural and engineering design disciplines. Reviews all design plans and specifications prior to bidding for conformance to design standards and administrative requirements; schedules (CIP) and coordinates design and review activities with other departments. Develops WASA’s estimates of construction cost for WASA-designed projects and reviews estimates of construction cost for consultant-designed projects. Prepares non-recurring specifications for WASA-designed projects where standard specifications are not available. Coordinates Environmental Protection Agency Biddability and Constructability reviews for projects that are eligible for construction grants. Develops design, construction and review schedules, cost estimates, and project budgets. Performs bid evaluation and responsibility studies. Prepare Recommendation to Award justification to the Manager, EMSD. Prepares and reviews documents for senior staff and Board approval, such as Contract Award Fact Sheets and Determinations & Findings. Provides daily planning and administration in the selection, assignment, supervision, promotion, discipline, and training of personnel within the Branch. Performs other related duties and projects as assigned at the discretion of the Manager, Program Services.
Minimum Qualifications:
Bachelor’s degree in civil, sanitary or other related discipline of engineering and seven years of experience in the preparation of technical specifications for large wastewater treatment facilities, water main and sewer lines and pumping stations and preparing construction cost and evaluating bid proposals; or equivalent combination of education and experience. Knowledge of design standards, CSI format specifications, construction contracting, and cost estimating. Skill in communicating orally and in writing. Strong analytical, planning, and organizational skills. Excellent leadership and interpersonal skills. Utilizes personal computer and maintains a working knowledge of applicable software programs (i.e. word processing, spreadsheets, e-mail, etc).
