Must successfully complete two-year training program and gain engineering expertise in all five operational departments. Must successfully complete Engineering-In-Training (EIT) Certification during two-year training program. During the two-year training program, incumbent will assist operational department engineering managers to perform the following: Reviews project proposals or plans to determine time frame, funding limitations, procedures for accomplishing project, staffing requirements, allotment of available resources to various phases of project, compliance with design standards, bid-ability and constructability and system requirements. Provides expert technical guidance and assistance for the Authority on water, sewer and wastewater treatment plant systems design and construction matters. Evaluates and approves design and construction changes and specifications. Provides daily planning, administration, and management of the specific area of responsibility. Stays abreast of state-of-the-art engineering technology and industry practices; conducts process studies and evaluates new products, processes, and techniques used in sewer, water, and wastewater treatment processes; develops feasibility proposals. Develops strategies to meet process objectives. Identifies type and scope of work and develops work specifications; interfaces with vendors, contractors and consultants to direct, coordinate, inspect and accept work; identifies and resolves problems associated with contract work; recommends modifications to contract scope of work and/or enforcement of contract language. Establishes, demonstrates and enforces high standards for safety, quality of work performed, and productivity. Responsible for construction and repair work, inclusive of proper execution of sewer construction contracts and preparation of required change orders. Prepares preliminary budget justifications for specific area of responsibility. Prepares and monitors branch budget and expenses. Performs other related duties and projects as assigned at the discretion of managers in Engineering & Technical Services, Maintenance Services, Sewer Services, Wastewater Treatment, and Water Services. The incumbent works under the supervision of various managers throughout the operational departments, will supervise teams, contractors, programs and projects, as needed. Interacts with employees within the Authority, from District/Federal agencies, vendors of equipment and services, and representatives of private industry. | | Minimum Qualifications: | Bachelor’s degree in an engineering discipline from an accredited college or university and 0-2 years of related experience. Internship and/or co-op experience in a water, sewer and/or construction industry will be an advantage. Must pass the Engineer-in-Training (EIT) certification during the two-year training program; failure to do so will result in termination of employment. Must possess and maintain a valid Motor Vehicle Operator’s Permit. Strong analytical, planning, research and organizational skills. Demonstrated graduate-level written and oral communication skills. Proficient in the use of a personal computer and related software for internal/external communications and report preparation. Ability to perform research, technical computations, analyze complex data, and prepare plans and reports based on findings. Ability to learn and perform expanded duties and responsibilities of this position as training progresses. | | Other Requirements: | - In the event that an offer is extended, the candidate will be required to successfully complete a pre-employment physical examination and drug screening.
