Description of Duties:
Provides engineering customer service, reviews plans, permits and collects funds for work associated with public projects affecting WASA utilities in public space. Routine work is accomplished independently. The supervisor provides direction and assistance for more complex and unusual projects. Performs basic utility research tasks to obtain existing city infrastructure information to incorporate in preliminary utility design studies. Interacts with the public, consultants and other government representatives as it relates to work in public space. This includes the processing of public space permits, sheeting and shoring applications, fire flow tests, raze permits, fire hydrant use applications, water and sewer availability certificates, water and sewer availability letters, and surveyor office alley and street closing applications. Provides information to the general public relating to engineering data maintained by the Water and Sewer Authority. Collects funds for all the permits issued at the WASA permits office and at the DCRA One stop shop. Technician II, Design Civil Engineering. Complies with applicable safety rules and regulations. Reviews all District of Columbia and Federal Highway Administration road improvement plans for possible relocation and adjustment of WASA water, sanitary sewer and storm sewer facilities under the supervisor of a senior civil engineering technician. Reviews and approves plans prepared by consultants for various types of permits within public space and/or within rights-of-way which impact WASA water, sanitary sewer and storm sewer systems. Performs other related duties and projects as assigned at the discretion of the supervisor.
Minimum Qualifications:
High School diploma or equivalency and three (3) years experience associated with field land survey work and/or design of water and sanitary sewer and storm sewer systems that would be equivalent to Technician I, Construction Civil Engineering. Must possess and maintain a valid Motor Vehicle Operator’s Permit and a DC WASA Vehicle Endorsement to operate Authority motor vehicles. Knowledge of the standard terminology, techniques, and practices of engineering technology appropriate to the area of assignment. Ability to perform technical computations, analyze complex data, and prepare plans and reports based on findings. Ability to communicate effectively, both orally and in writing. Skill in the use of engineering instruments and equipment, and plan scanning and copying equipment. Skillls test may be required.
Other Requirements:

First time supervisors and all new D.C. Water and Sewer Authority employees will serve a one (1) year probationary period regardless of prior governmental affiliation.
Incumbent must posses a valid Motor Vehicle Operator's permit and may be required to obtain an Authority permit to operate a motor vehicle
