Description of Duties:Plans and directs activities concerned with the construction of wastewater treatment and water and sewer utility systems, by performing the following duties personally or through subordinate staff.  Directs activities of engineers and technicians engaged in the administration and inspection of projects to construct, enlarge or modify such facilities as wastewater treatment plants, wastewater collection systems, pumping stations, and to install water mains, sewers, and other appurtenance and construction management of same. Establishes construction standards and quality control methods.  Insures that all construction activities and facility start-up activities are conducted so as to minimize the impact to customers and to ongoing plant and system operations.  Oversees reviews, and recommends approval of all change order and claim negotiations with construction contractors and consultants.  Prepares schedules and budget estimates of cost for project funding purposes.  Performs routine technical and administrative functions including attending WASA and/or departmental policy meetings, and preparation of status reports for WASA management.  Provides daily planning and administration in the selection, assignment, supervision, promotion, discipline, and training of personnel within the area.  Evaluates performance of personnel and prepares performance evaluations of personnel within the area.  Determines the adequacy and validity of the contractor’s measurement data and the amount of periodic payment due contractors as recommended by subordinate staff.  Coordinates various phases of contract work with other affected units within the Authority and with other agencies.  Drafts responses to correspondence related to potentially controversial matters pertaining to construction contracts. Review draft responses to correspondence prepared by others related to all phases of contract work.  Performs other related duties and projects as assigned at the discretion of the supervisor.
Minimum Qualifications:Bachelor’s degree in Engineering or related field, and seven (7) years of experience in construction administration; or equivalent combination of education and experience.  Professional Engineer’s License preferred.  Strong analytical, planning, and organizational skills.  Excellent oral and written communication skills.  Utilizes personal computer and maintains a working knowledge of applicable software programs (i.e. word processing, spreadsheets, e-mail, primavera, etc.).
