Description of Duties:
Responsible for the formulation and implementation of energy management strategies for process and equipment improvements. Sets targets for daily modifications of operations to obtain appropriate efficiencies. Ensures compliance with local, state and federal energy regulations. Plans and manages energy related in-house assignments and reviews capital projects for efficient energy use. Performs administrative duties and program management responsibilities that require the ability to exercise a large degree of independent judgment. Performs and facilitates training. Develops, in conjunction with others, a system to centrally monitor real time power consumption to aid in determining the most effective operating strategies for all facilities. Develops an annual energy management plan (to include all major power users). Identifies energy related issues and concerns, explores solutions, facilitates constructive dialog among internal and external constituents, achieves consensus on solutions to be implemented, and seeks ways to continuously improve energy efficiency of processes. Leads full time staff and/or shared human resources (including operations, maintenance and engineering staff) to research, cost justify, and implement projects and conserving or reducing energy as well as ensuring all future projects consider efficient energy usage (e.g. design review). Establish inter-Authority and inter-jurisdictional liaison and coordination. Administers and recommends approval of all Authority energy payments. Monitors and reports to management proposed and actual changes in state power regulations. Investigates and pursues federal, state, and local utility grants for energy conservation. Develops and maintains energy audits for all significant energy users within DCWASA. Develops an energy management training program to instruct Authority employees on energy conservation techniques and methodologies of calculating the cost-benefit ratios of proposed projects. Develops policies to reflect energy savings/losses. Performs other related duties and projects as assigned at the discretion of the supervisor.
Minimum Qualifications:
Bachelors Degree in Engineering, Science, or Business Management from an accredited college or university. Five (5) years of engineering, operations or maintenance experience. Prefer Electrical Engineering background. Comprehensive knowledge of the principles and practices of engineering and engineering economics. Comprehensive knowledge of power rates structures, financial data, power monitoring and control and process optimization. Knowledge of regulatory provisions that may result in judgments against the authority as well as the penalties associated with any violations of said provisions. Ability to formulate and implement energy management strategies/policies that affect the entire Authority and any energy management partners outside the Authority.
