Description of Duties:
Responsible for overall acquisition strategy and contracts management program for the construction and engineering contracts for the D.C. Water & Sewer Authority. Directs the full range of contract administration actions required for the construction and engineering program. Coordinates, plans, and implements the contract strategy for the construction program. Serves as a principal contracting advisor to the Director of the Procurement. Provides special expertise to the Director for the resolution of contractual matters. Develops appropriate Authority negotiation strategy and posture to arrive at timely, consistent and equitable settlements with contractors in compliance with Authority regulations and applicable laws, regulations and procedures. Plans and develops professional development and training strategies for procurement staff. Provides special training in contract administration, including contract formation, special contract requirements, provisions, and complex performance issues. Develops the Department’s annual budget for the Division, and aids in the department’s overall submission. Regularly meets with the internal and external customers for improved level of communication and customer service. Maintains an open dialogue with the agencies in the D.C. Government as well as the surrounding jurisdictions. Provides daily planning and administration in the selection, assignment, supervision, promotion, discipline, and training of personnel with the Department. Assists in drafting regulations that govern construction contracting and compliance processes, as well as policy and procedures for the Authority. Responsible for reports that go to the Board and the General Manager, as well as monthly reports on contract status. Serves as the day-to-day coordinator between division and Act as the Director in his/her absence. Performs other duties and responsibilities as assigned by supervisor.
Minimum Qualifications:
Bachelor’s Degree in Business or Public Administration or related field from an accredited college or university and seven (7) years of related experience inclusive of three (3) years of supervisory experience; or equivalent combination of education and experience. Desire professional certification from the National Institute of Government Purchasing (NIGP), National Contracts Management Association (NCMA), or the Institute for Supply management (ISM), or the ability to obtain certification from any of these organizations within one (1) year of employment. Strong analytical, planning, interpersonal and organizational skills. Utilizes personal computer and maintains a working knowledge of applicable software programs (i.e. word processing, spreadsheets, e-mail, etc.).
