Description of Duties:Provides technical direction for planning and design of water or sewer utility projects.  Provides clarifications and interpretations of drawings and specifications, and recommends changes in designs and specifications as required.  Oversees, reviews, and recommends approval of A/E water and sewer designs.  Recommends changes for Authority technical standards and requirements.  Coordinates with developers and their engineers on water and sewer needs.  Supervises the preparation of as-built records.  Performs design as required using CAD.  Represents WASA at meetings with various public agencies and private contractors.  Provides daily planning and administration of the area of responsibility.  Participates in the selection, assignment, supervision, promotion, discipline, and training of personnel within the area of responsibility.  Other duties and projects as assigned at the discretion of the Supervisor, Water & Sewer Design.
Minimum Qualifications:Bachelor’s degree in Civil Engineering or related Engineering degree and five years of civil design experience.  Professional Engineer’s License desirable.   Must possess and maintain a valid Motor Vehicle Operator’s Permit and a D.C. Government Operator’s Permit.  Exceptional attention to detail. Working knowledge of reviewing plans, specifications and technical standards. Ability to analyze complex problems, weigh available options and present viable recommendations to management and or board members. Well-developed management skills including effective delegation of work and performance management. Working knowledge of Microsoft Office applications and the ability to create various types of reports. Ability to communicate effectively orally and in writing. Strong analytical, planning, and organizational skills. Working knowledge of CAD including the ability to prepare and finalize simple and complex plans.
