Incumbent will support a variety of financial functions, at a senior level, which may include all or a subset of the following: directing, developing, and/or coordinating the preparation and administration of the Authority’s annual operating or capital budget; developing 10-year capital improvement plan and reporting performance to senior executives and the Board of Directors. Directs all capital or operating budget preparation activities to produce WASA’s annual budgets or 10-year plan. Reviews, monitors, and analyzes the reasonableness of budgetary requests. Acts as advisor in assisting all departments with defining programs/activities and outcomes and building budgets to support those programs/activities and outcomes. Assists departments through active partnerships in reviewing processes, developing performance measurements and action plans to ensure attainment of goals, objectives and desired outcomes. Monitors and evaluates compliance with budgetary restrictions/communicate issues with internal and external customers. Recommends and develops appropriate financial policies and procedures; documents existing processes. Monitors capital authority needs, ensuring all capital projects have adequate authority; determines timing for future requests for additional authority and ensures timely completion of authority reprogramming. Prepares Board and budget committee meeting agenda, reports, presentations and minutes. Prepares monthly financial and budget reports for departments and division heads. Also prepares clear and concise summarizes of capital projects for periodic presentation to senior management. Forecasts and monitors expenditures; and provides financial data, support and analysis to Authority management regarding long term fiscal policy. Communicates with internal/external resources regarding expenditures. Initiates work teams to resolve issues and produce work process improvements. Assists the CFO in the development, execution and monitoring of the short and long-term work plan for the CFO’s direct reporting units. Manages subordinate staff and team members from other work units, to ensure completion of assigned tasks. Manages and evaluates the progress of the unit towards meeting goals and makes adjustments in objectives, work plans, schedules, and commitments of resources. May be required to represent WASA to outside constituents, including U.S. Congress, jurisdictional users, EPA, large commercial and governmental customers. Performs other duties and responsibilities as assigned by supervisor. | | Minimum Qualifications: | Bachelor’s Degree in Finance, Accounting, Business Management or similar field from an accredited college or university and a minimum of seven (7) years of related experience, inclusive of three (3) years of supervisory experience; or equivalent combination of education and experience. In depth knowledge of applicable software programs (i.e. spreadsheets, etc). Ability to present to and write for executive management, Board of Directors, U.S. Congress, and the D.C. Council.
