Description of Duties:
This position will be responsible for managing the long range financial planning process. Incumbent will support a variety of financial functions, at a senior level, which may include all or a subset of the following: directing, developing, and/or coordinating the ten-year financial plan consistent with Board policies, developing and monitoring revenue forecasts; business case analysis; benchmarking; and financial statements. Manage all activities required for the annual preparation of WASA’s ten-year financial plan in a timely manner and consistent with the Board’s policy. Activities will include: development, distribution and review of templates; use of various planning tools; preparation of sensitivity analysis to measure and gauge impacts of variables; and coordination of management review meetings. Manage the development and monitoring of revenue forecasts and billing to certain large customers in a timely and accurate manner. Through trend and other analysis monitor monthly/annually actual performance against forecast and benchmarks. Work in partnership with operating departments to research and provide explanations for variances. Utilizing financial metrics to measure projected performance, analyze business cases and business benefits to assist executive management in decision making. Perform ad-hoc financial analysis to facilitate strategic decision making. Direct the preparation of revenue and receipts reports for all classes of customers. Monitor and report accounts receivable balances and collections against benchmark and goals. Recommend and develop appropriate financial policies and procedures; document existing processes. Coordinates capital programming requirements to ensure that the impacts are incorporated with the long-range plan. Prepare clear and concise financial reports for periodic presentation to senior management. Prepare Board and budget committee meeting agenda, reports, presentations and minutes as necessary. Monitor and assess utility budgeting and financial forecasting environment and tools. Recommend technology/application changes as appropriate. Manage subordinate staff, and team members from other work units, to ensure completion of assigned tasks. Manage and evaluate the progress of the unit towards meeting goals and make adjustments in objectives, work plans, schedules, and commitments of resources. May be required to represent WASA to outside constituents, including U.S. Congress, jurisdictional users, EPA, large commercial and governmental customers. Performs other duties and responsibilities as assigned by supervisor.
Minimum Qualifications:
Bachelor’s Degree in Finance, Accounting, Economics or similar field from an accredited college or university and a minimum of seven (7) years of related experience, inclusive of three (3) years of supervisory experience; or equivalent combination of education and experience. In depth knowledge of applicable software programs (i.e. spreadsheets, etc). Ability to present to and write for executive management, Board of Directors, U.S. Congress, and the D.C. Council. Strong skills in communicating, orally and in writing.
